Railroad Lease Agreements

how are Counties handling lease agreements with U.P. or B.N. railroads. We have a 25 yr lease that needs to be re-negotiated. Rick Meter got the first one for one dollar for 25 yrs, U.P. wants $25,000 for the next 25yrs. I talked to Ellis Tompkins and he said they have been purchasing the land, other than that he really couldn’t help.
